Running of a scraper before running a Liner hanger with packer

Generally, I would run and set a liner hanger, and I would not make a scraper run, assuming the following:
New well
Inspected, drifted casing
The last operation on the well consisted of pulling out of the hole with a near drift in-gauge bit (ex. would be a 6-1/8" bit in 7" 26# casing) through the spot where the liner hanger would be set without incident.
In the previously described situation, I would see no benefit in making a scraper run, only downsides. Â If there was a tight spot in the casing, a bit and scraper could be run and worked, there could be the possibility of a cement stringer or other debris. Â If the tight spot couldn't be scraped clean and required running a string or watermelon mill to repair it, I certainly wouldn't want to set a liner hanger in or below the damaged casing.
If I was working on a well that was previously completed open-hole, or was previously producing up-hole and was being deepened, I would run a scraper--scale or cement would be the concern. Â I don't think I'd risk running the scraper past the previous casing shoe.
I have run several liners into lateral sections of wells and not made a scraper run without incident. Â In cases where the liner hanger wouldn't pressure test, I've general thought the problem was either due to tool failure or improper running procedure.
